What does a person do when they know someone is using another persons photos and pretending to be someone they are not.

I think you have to contact the website. Go to the bottom of the page and you'll see a help and support list. Click on support and you can send an email. There is a list of subjects you can select. I think the copyright infringement subject would be the best option.
