My understanding is that under Japanese law, it is legal to make explicit sex movies (porn) but to be legal they cannot show genetalia (male or female) - an anus is not genetalia. Pornography is a HUGE revenue earner for Japan, and by making it legal the Government collects big tax revenue

Strangest thing though, is that there is tons of Japanese porn animated and live action, hetero, trans, lady boy, and gay, that is not censored. Go figure!! I served there in the military in the '70s and there are also tons of uncensored live sex shows. Duh!!
