It depends actually - since it originates from the Skene Glands (aka Paraurethral Glands, Lesser Vestibular, female prostate or Periurethral glands) - their 'design' varies from women to women and although commonly what you said is true its also the case that in some the ducts (openings) of these glands are not always located outside of the urethra on either side upon the minora like you said and can instead be present along the walls of the urethra (more than one pair of openings aswell), or both, or far more rarely sometimes some can 'open' into the vulva aswell. Plus some women don't have 'developed' Paraurethral Glands at all (though they are still present).
